- Katarina Hartgers is the daughter of a Dutch father and a Latvian mother and was born and raised in Amsterdam. She left for Latvia in 1993 to go and help out her grandmother for one year on the farm. One year turned into eleven and she never arrived at her grandmother’s. Only in 2004 did she return to the Netherlands to establish and head the Investment and Development Agency of Latvia (LIAA) Representative Office in Amsterdam. While in Latvia, she taught Dutch at a High School, worked at the
